I am an admin Office 365 P1 licence user and would like to upgrade my existing public website to service upgrade 2013 to be able to use the new website editor.
I am following your site collections article however, I am not able to locate the "Upgrade Now" button. I am navigating by clicking on Settings 
> Site Settings from dropdown menu > Site collection upgrade (under the Site Collection Admin section)
After navigating to Site collection upgrade page, the next step in the article refers to "Set up to SharePoint 2013 page". This is the page I cannot locate and is probably why I cannot locate the "Upgrade Now" button. All I do see is this link on the page Review Site Collection Upgrade Status
. Following the link shows no record of an upgrade.
Please advise on the correct way to upgrade existing public website, or alternatively, create a new public site (which has the new editing tools) and then simply import contents of my existing website.
