Hybrid deployment - mail stuck in queue to O365 with 452 4.3.1 Insufficient system resources

Is this something on my side or on Microsoft's?  I don't have low disk space like other searches have suggested.  It's only effecting this Hub Transport queue as other outbound mail from on-prem is going out fine.  The setup is just in testing at the moment but its troubling.
