Exchange Server Licensing When Using SSO and DirSync

Hello!

 

One of my clients is considering moving their Exchange environment to Office 365. For that to be successful for them, they would need SSO and DirSync enabled. Neither of those will be an issue as configuration for both is well documented.

 

I know that with SSO and DirSync enabled, in order to properly manage Office 365, you need the Exchange Control Panel installed internally (due to the internal domain being the authoritative source). However, as is most often the case with MS products, the licensing side of things is not well documented. I've searched for an answer but can't seem to find one so I figured I'd ask the community.

 

Do I need an Exchange server license in order to install and use the Exchange Control Panel? My client would have no internal information store, CAS, transport, etc. The only thing we would have internal is the ECP due to technical requirements.
