Quick breakdown : Office365 Hybrid model (Exchange 2010) , as part of a cut over migration.
Scenario : User was created in AD , Dirsynced up to Tenant , user subsequently DELETED from AD (soft deleting the mailbox in O365) :p , all good and well user re-created , emails recovered.
Instead of creating the user mailbox on-premise and doing Remote-Mailbox move request , user was directly created/activated again on Tenant. Now receiving anomalous behaviour with regards to email delivery (internal and external) , checked mail queue on Exchange server :

We have a smart host set up to deliver mail directly to Office365 , all other email delivery (internal/external) is working perfectly except this one user.
Barring deleting and re-creating user what other options/suggestions do you have ?
